How to get rid of this hyper pigmentation?

Ok Im in my early twenties now. Ive had this hyper pigmentation since middle school in my breast cleavage area,about a year ago I got a breast reduction so that helped delete the cause. But now I'm left with this big dark area in the cleavage area and don't know how to get rid of it. Keep in mind I'm a college student so I don't have a lot of money to spend. I also have eczema and dermatitis and I have to be careful with what I do because I get marks easily. And I tried these acid peels salicylic and lactic and it started peeling it, but I guess its not peeling deep enough? And in one area i got this burn like scab spot from it and I picked it off and now I have this pink circle showing from where I picked it off.im just hoping it heals and returns color to it.(And because of this Im not using it anymore in case that happens again, Im hoping this peeling process ends soon after some days.) (oh yea Im African American with dark skin) Any suggestions on what I can do to tone it and get rid of the hyper pigmentation? its a bother having to worry if a shirts too low when I go shopping because its unsightly. 1. Try lemon juice, and for the pink mark, Mederma. Also, you could just put some concealer on it when you wear low shirts. I'm sure it's not too noticeable, and even if it is, once people get to know you, it just doesn't even matter. Most cliche phrase in the history of the universe, but it's what's on the inside that counts. Really =)
2. At Walmart there is an African American skin and hair product section. Im not sure what the brand is but its called fade cream, it has a bleaching ingredient in it and always remember to wear a very high spf sunscreen every time you go out, the spray works good. Good Luck!
