I'm going to say yes, butt, yeah butt, people throw butts out the window all the time and that seems acceptable.

- While they are organic matter the law isn't always very definitive so most items ejected from a car are considered litter. Move to Tennessee. You can throw old car engines out & you would never get arrested.
- It depends. If you throw them onto a paved road, yes. If you throw them in the grass, no. Things will eat them and/or they will break down. Cigarette butts are litter! I spent several hours cleaning those off of a road once. Yes, I picked up butts on the highway.
