Help with Makeup + Under-eye Bags?

I want to get a scene haircut, my hair is medium(at shoulders) so Im not sure if it will work but if it does I was looking for new ways to do my makeup, Im not Emo, so I dont want anything saying wear dark eyeliner and so on. I usually wear black eyeliner on the bottom of my eye and mascara on top lashes, sometimes I put on a bit of foundation depending if I have big bags under my eyes. I always use cream on my face so it isnt dry, which makes it a bit shiny, not lots. So can anyone give me any advice on makeup + where to go + how to put it on + what tools to use for it, that would be great! Also if anyone had any ideas or could help me with getting rid or making bags under my eyes not look so bad? But Im only in gr.7 on my way to gr.8, so I dont want anything that will make me look bad or give a bad rep..

1. you should go to benefit, at the counter they give you a free makeover and lots of samples, they can solve all your problems, trust me!!

Your on track less is best. check out your local department store or drug store. look for a yellow yes yellow concealer usually they have a two eneded concealer with the foundation and concealer as one. Not sure why the yellow works but you only need a very smalll amoput using a sponge, I find works best You may also want to try a different color eyeliner to soften the eye look black will wear throughout the day and smear making the bags look worse. I try to use a blue or gray. a small amount of pink or light green ect I use directly under the eyeliner to bring out the eye color and draw others to see the top of the eye. Good luck these Small touches go very far remember go for soft tones and lighter shades to look less.
3. i think you should use mascara top & bottom soft lip gloss and that should be good. most young people have great skin and eye that they hide behind makeup. but if you want to do more definitly go to a cosemtic counter like clinique but they will need your parents permission to apply on you. all cosmetic lines need permission from parents if the person is under age. good luck & have fun
