Serious Dark Circles what do i do??

Okay girls, i have really bad bags under my eyes. i stay away from cafeene and salt, and drink lots of water. but they're dark and go really far down. i know they're dark but like in the summer, they don't tan. and they're white but up close dark. i've tried everything, hydroderm and all that expensive stuff...what really works??? help!
